According to the CFTC, Binance and its founder Changpeng Zhao broke compliance regulations in order to gain users in the United States.

The Commodity Futures Trading Commission (CFTC) filed a complaint against Binance, its co-founder Changpeng Zhao, and its former chief compliance officer Samuel Lim in federal court in Illinois on Monday, alleging that Binance actively solicited U.S. users and subverted the exchange's own "ineffective compliance program."
