Russia and Japan were also in talks last month over security concerns rising in the disputed islands which are yet to be decided whom do they belong. The European Commission has recommended on 27 September that the Council authorize the start of negotiations for an EU-Japan Agreement to allow the transfer and use of Passenger Name Record data, aiming to prevent and combat terrorism and transnational crime and also international threats from other nations.
