The US emits 15% of the world's greenhouse gas and ranks first in emissions per capita. Such emissions are mostly from transport — passenger cars and light-duty trucks. The United States should create a feebate system to encourage the production and purchase of fuel-efficient vehicles to mitigate the effects of climate change.
